SUPPORT THE ACHIEVEMENTS OF ROOF TRAINING GROUPS
Following a Freedom of Information request, CITB statistics confirm the input of Regional Roof Training Groups to training across the industry.
Background
CITB invoice Levy totalling over £11,000.000 (2023) (FOI 172023). In 2022 (latest figures) Grant allocated to roofing training including apprenticeships, long and short duration qualifications, short courses, skills & training fund and funding RRTGs, amounted to less than £4,000,000.
CITB reports (FOI 172023) that 40% of roofing companies registered have a CITB Nil assessment for levy, indicating that they are predominately micro-businesses. A further 46% have an average levy liability of less than £5,000, indicating that most are smaller SMEs. These figures show that NRTG works effectively with small and micro businesses, which make up the majority of the roofing industry.
Training groups seek to put training at the heart of support for roofing in preparation for evidencing future competency, which is jeopardised by weak infrastructure and insufficient structured training across all roofing disciplines.

NRTG Regional Roof Training Groups Deliver:
- Deliver a comprehensive advice and guidance service to over 400 member companies supported by GTOs with a combined total of 150 years’ experience in Roof Training and
- Benefit from longstanding established networks of federations, funders, training providers and others supporting the industry.
- RRTGs also provide direct training, advice across a range of roofing issues, long and short qualifications, alongside advice on business operations, emerging technologies and legislation.

Delivery
South West Roof Training previously delivered apprenticeships through SAP and from 2023 are continuing to deliver by becoming accredited to The Register of Apprenticeship Training Providers (RoATP)
South Coast Roof Training previously delivered new entrant training and are continuing to deliver through sub-contract to a Manufacturer registered with RoATP.
Wales National Roof Training previously delivered apprenticeships through the SAP. This centre closed following withdrawal of SAP funding from WNRTG, who are searching for opportunities to meet continued demand from member companies. Roofing apprenticeships are not currently being offered in South Wales.
Expansion
North West Roof Training has been instrumental in the establishment and promotion of the following provision in the North West. Bolton (long term provider) Simian/Langley Trailblazer 2019; Construction Training Centre Kirkham, Preston College (2022). Growth of SIKA provision (2023) Support included, identifying tutors, funders and material providers. Promotion of Built Up Roofing Courses with SIKA.
North East Roof Training has been instrumental in the set up and promotion of the following provision in the North East: Newcastle College: SAP provision in association with LRWA; new apprenticeship provision at Optimum Training: Derwentside College and discussions are continuing with Redcar & Cleveland College
Promotion
All RRTG promote apprenticeships across a range of roofing disciplines, sharing information and referrals.
Long Duration Qualifications
RRTGs offer assistance to companies identifying higher level courses and claiming grant support for these.
3 Short Duration Qualifications
All RRTGs support companies to undertake NVQs, two having assessment centres, and the others referring to preferred partners. NVQs completed in any one year are estimated at 250 qualifications per annum across the groups.
CITB Grant statistics (FOI172023) indicate that CITB pay Grant of £323,228 per annum, which could equate to 538 short duration qualification, 250 of these delivered or supported by RRTGs, through RRTG Assessment centres, or prefered partners an average of 46%
4 Short Courses
RRTG deliver or facilitate short courses in the roofing industry.
This is evidenced by the data provided in the FOI 172023, which shows that when CITB funding supported training groups to deliver free training to their members, short duration grant claims increase by 73.9% from £338,735 in 2018 to £598,065 in 2019. This funding showed a corresponding decrease £355,055 when this funding stopped. From these figures it can be assumed that this level of increase would only be possible if (2) RRTGs deliver at least 45% of the training for which grant is claimed.
